AISD works under contract to US government agencies and international organizations, and, therefore, fields long and short term consultant teams for specific development projects, primarily for work overseas. This page will be updated periodically to inform interested consultants about opportunities to work with AISD internationally and at the home office. SHORT TERM CONSULTING POSITIONS

Fisheries Management Experts. For global USAID activities in fisheries management, support the development and implementation of national marine fisheries framework and management plans for marine fish stocks for target ecosystems. Assist in developing plans through participatory processes and anticipate the introduction of selected interventions such, as but not limited to the following: (a) establishing size and volume quotas; (b) introducing closed seasons for specific species; (c) protecting spawning sites for key species; (d) enhancing fish stocks; (e) establishing and strengthening the management of marine protected areas, including reforestation of mangroves; (f) linking issuance of licenses for fishing vessels (municipal and commercial) with estimated sustained yield of fish stocks; (g) licensing of commercial vessels to operate within municipal waters by LGUs; (h) addressing population and environmental concerns; and (i) strengthening enforcement of fishery and coastal resources management laws. The ideal candidate will have at least 10 years experience in preparing, implementing and evaluating baseline studies of donor-funded in fisheries resources management, environmental management, governance/ institutional development or related field with at least four years experience in developing countries; advanced degree (Ph.D. or masters) in marine biology, agriculture, fisheries, resource economics, oceanography, or related fields, with experience in community or rural development, participatory fisheries research methods, underwater research; experience with an ecosystem-based approach to fisheries management, with an emphasis on protection of key habitats and areas; excellent written and oral communication skills.

Coastal Resources Management Experts. For global USAID activity in coastal resources management provide technical direction and management leadership of coastal resources activities; identify and implement priority actions, in collaboration of other actors, to improve coastal and marine resources in targeted areas; conduct policy analysis, deliver training and technical assistance, and build public/private coalitions. The ideal candidate will have at least 10 years experience in coastal resources management and biodiversity conservation, preferably in developing countries; demonstrated knowledge of approaches for improving coastal resources management and experience in community-based natural resources management; experience working with national and local government officials and a range of community groups representing local interest groups; master’s degree or higher in geography, marine science, or natural resources management or related field; strong written and oral communications ability and teamwork skills

Fish/Seafood Industry Experts. For global USAID activities in fisheries, work with fish processors to improve net usable yields, handling and storage, reduce waste water, introduce HACCP controls, meet EU certification standards, access products markets, determine possibility of value added processing, introduce low impact production technology for small scale production. The ideal candidate will have private sector commercial experience in seafood markets; knowledge of HACCP, ISO, EU standards; contract farming.

Aquaculture Specialists. For global USAID activities in support of commercial aquaculture development, conduct spawning, fertilization and hatching research; conduct production trials in tanks, ponds and net cages and develop methods for hatchery production of fingerling, density trials, and adult fish production. The ideal candidate will have at least 10 years of experience in sustainable aquaculture development, preferably working in developing or transition countries; Advanced degree (masters or PhD) in marine biology; experience with community based models.

Sustainable Business Development Specialist. Develop market based alternative livelihood opportunites in coastal communities, to reduce pressure on fisheries and other marine resources, such as eco-tourism, scuba/diving tourism, aquaculture, seafood processing, marinas, boating, seaweed cultivation. Building local capacity, create linkages to markets, build value added and quality. The ideal candidate will have at least ten years of enterprise development experience, preferably in developing and transition countries. Relevant hands on industry experience desired. Advanced degree (master’s or PhD) in business, economic development, or related field. Experience in community development, conflict resolution.

Fisheries Feed Expert to develop an environmentally sustainable fish feed formula for specific species. Ideal candidate must have experience with diverse fish feed formulations, and development of floating, slow sinking, and neutral bouncy fish feeds. The ideal candidate will have at least 10 years of f experience in fish feed formulation and feed mill production, preferably with diverse fish species.

Environmental Monitoring and Modeling/GIS Expert to develop tank, pond and net cage monitoring and modeling programs; develop guidelines for stocking densities; develop guidelines for selecting sites based on carrying capacity; and develop a GIS system for mapping carrying capacities and for monitoring environmental impact of net cages. The idea candidate will have at least 10 years experience in environmental monitoring and modeling of aquaculture production with tanks, ponds and net cages.

Competitive Cluster Consultants to provide training and technical assistance in the support of clusters and cluster strategies in developing and transition economies, particularly in the areas of agri-food, information and communications technology, tourism, electronics, and wood furniture. Ideal candidates will have at least 10 years of relevant industry experience, and international experience, working with small and medium enterprises. Candidates must have a relevant advanced degree (MBA, economics, international trade, etc.). Excellent communications and facilitation skills required; relevant language skills desirable.

Market Development Experts, Agribusiness, to provide training and technical assistance to enterprises, clusters, associations and/or cooperatives in accessing new markets in agribusiness sectors. Ideal candidates will have at least 5 years of experience in competitiveness and marketing with small and medium enterprises, preferably in transition countries. Candidates must have a relevant advanced degree (e.g., MBA, agricultural economics, international trade); relevant language skills desirable.

Information and Communications Technologies Specialists to provide training and technical assistance to enterprises and business support institutions in the development and delivery of market driven ICT services to small and medium enterprises. Ideal candidates will have at least 5-10 years of experience in ICT-based business development services in developing and transition countries. Candidates must have a relevant advanced degree (e.g., MBA, economics, international development, etc.); relevant language skills desirable.

Project Design, Monitoring and Evaluation Specialists to provide training and technical assistance to donors, implementers and non-governmental organizations in strategic planning, developing and implementing performance monitoring plans, and developing indicators, data collection processes, and data analysis and reporting systems. Must have familiarity with USAID performance monitoring standards and requirements. Ideal candidates will have a Master’s Degree or higher in a social science field with an emphasis on applied research and development program evaluation methods, including evidence of mastery of both quantitative and qualitative research methods and at least five years of full time experience working on development issues overseas.

Professional Conference Organizer to organize and manage multi-national conferences both in United States and overseas.  Responsible for overseeing planning and management, including site selection, working with vendors, managing contracts and budgets, motivating and supervising staff and volunteers, planning workshops, creating materials, etc. Must have at least 10 years of experience in conference organization and management, preferably overseas, with a relevant degree (e.g., MBA) and/or professional certification.  Foreign language skills desirable.
