Cecilia Ciepiela, President

Ms. Ciepiela has over fifteen years of private and public sector international development experience, including seven years of project design and management experience at USAID, with a specialization in enterprise development, competitiveness, local economic development strategies, and information and communications technologies (ICT). She has worked extensively in the emerging markets of the former Soviet Union and Central and Eastern Europe, as well as countries in Africa, Asia, the Middle East and Latin America. Ms. Ciepiela holds a Master of International Affairs degree from Columbia University’s School of International and Public Affairs (SIPA), with a specialization in Latin American economic development, and a Bachelor of Arts in History from Williams College. Ms. Ciepiela is a member of The Competitiveness Institute.

Andrew J. Kaelin, Executive Vice President. 

Mr. Kaelin has 28 years of international development consulting and commercial agribusiness experience, with a specialization in fisheries and aquaculture. He has started up, owned, operated and advised private commercial agribusiness ventures and cooperatives in Africa, Asia, the former Soviet Union, and Latin America. His commercial and consulting experience extends all along the supply chain from primary production to value added products for end consumers. Over the last ten years, Mr. Kaelin has provided consulting services to the World Bank on hundreds of millions of dollars of investments in sustainable fisheries, aquaculture and coastal resources management in China. Mr. Kaelin holds a Bachelor of Science degree in Marine Zoology from the University of Miami, a Masters degree in International Management from Thunderbird, and has completed graduate coursework in Development and Agriculture Economics at the University of Colorado. Mr. Kaelin is a member of the World Aquaculture Society and the Global Aquaculture Alliance, and is a regular speaker at the annual China Fisheries and Seafood Exposition and the annual Global Shrimp Outlook conference.

Dreamcatcher

The AISD logo is based on the Native American "dreamcatcher", a round wooden hoop surrounding a web with a hole in the center. According to legend, the dreamcatcher helps “people reach their goals, making good use of their ideas, dreams and visions.” It is designed to capture good ideas and allow bad ones to go through.

AISD chose this symbol because it reflects our approach to capturing opportunity by building on the ideas and experiences of individuals, communities and enterprises, to help them achieve their goals. The web in the middle of the AISD logo also represents for us the community, market and technology networks through which we work. Lastly, we embedded the dreamcatcher within the Zia Sun symbol, a symbolic reference to New Mexico state where we are located, and a reflection of the global focus of our work.

The purpose of the HUBZone program is to provide federal contracting assistance for qualified SBCs (small business concerns) located in historically underutilized business zones in an effort to increase employment opportunities, investment, and economic development in such areas. The HUBZone Act of 1997 amended the section 8(d) subcontracting program to include qualified HUBZone SBCs in the formal subcontracting plans described in €125.3 of Title 13 of the Code of Federal Regulations. The HUBZone program applies to all federal departments and agencies which employ one or more contracting officers as defined by 41 U.S.C. 423(f)(5).
